The Board of Directors of Middle Euphrates Technical University held its 7th session for the 2024-2025 academic year, chaired by the University President, Professor Dr. Hassan Latif Kazem Al-Zubaidi, at the university campus in Kufa, with all board members in attendance.

Key Directives from the Minister of Higher Education
During his opening remarks, the University President outlined directives from the Minister of Higher Education and Scientific Research based on the recent Council of Opinion meeting:

• Commitment to academic and service roles: The ministry prioritizes student support, innovation, and leadership development in all circumstances.
• Upholding university values: Emphasized preserving academic traditions and ethical standards during university activities to reinforce the prestige of academic institutions.
• Streamlining procedures: Accelerating administrative processes through comprehensive digital transformation, automation, and legal compliance to serve the public interest.
• Data modernization: Updating student, faculty, and curriculum data in the ministry’s central systems (SIS – LMS – HRMS) to advance the automation project launched by the Prime Minister.
• New medical diploma projects: Adopting a specialized evaluation form for higher diploma projects in medical disciplines.
• Faculty performance standards: Raising the minimum faculty evaluation score to 75% for the 2024/2025 academic year.
• Committee membership: Allowing experienced PhD holders (Lecturer rank) to join scientific committees in departments lacking senior academic titles.
• Urban Planning Institute: Approving the draft law for the Institute of Urban and Regional Planning for Postgraduate Studies.
• Quality assurance: Maintaining high standards in educational services and institutional performance.

University President’s Directives
The President urged university departments to focus on:

1. Research monitoring: Continuously evaluating scientific research progress, addressing challenges, and encouraging faculty to publish in high-impact journals to enhance the university’s global reputation.
2. Infrastructure development: Improving facilities (buildings, classrooms, labs, green spaces) to align with the UN’s 17 Sustainable Development Goals and the university’s mission for quality education.
3. Capacity-building: Enhancing staff training, graduate employment programs, and strategic partnerships with the job market.
4. Innovative initiatives: Launching projects to boost educational efficiency and institutional excellence.

Decisions and Recommendations
The board discussed agenda items and approved the following:

• Evening programs: Launching evening studies for the Oil and Gas Engineering Techniques and Fuel and Energy Engineering Techniques departments.
• Research plans: Reviewing and approving university-wide research strategies.
• Academic and administrative matters: Addressing student affairs, scientific collaborations, and operational improvements.

International Collaboration
The Director of Scholarships and Cultural Relations presented updates on Memoranda of Understanding (MoUs) signed with seven Iranian universities during “Science Week,” including:

• Joint research groups across disciplines.
• Faculty and student exchange programs under the “Study in Iraq” initiative.
• Collaboration on conferences and academic publications.
